Well, this is phrased rather oddly. It should be phrased, "Who do you think should be Numbuh 2?". But since you phrased it the way you did, I'll answer it as such.
The best for Numbuh 2? Well, the best for Numbuh 2's confidence would be for Cree to love him- because, well, that's his desire. However, if Cree didn't love him, but they were in a relationship anyway...that wouldn't be best for him. So it depends on circumstances and what you mean by 'best'.
Honestly? I voted for Numbuh 3. I think they reacted adorably together, and they could help each other counteract their negative emotions. I think she would be best for the long haul- that is, if they loved each other.
Now, if we were talking about the best for Numbuh 86...I'd picked her for Numbuh 2- because it's been shown that she likes it when her more attractive features are noticed- and we know that Hoagie is the man for that. XD

It's really hard to judge who'd be best for Numbuh 2. Who would make him a better person? Who would give him a better life? Who would benefit more from the relationship? And of course everyone has their own opinions on it.

I'd say Numbuh 5 because they've known each other for some time now. But I haven't noticed much 2/5 in the episodes so maybe it'll be some time for them to come clean with each other. Maybe when they're teenagers or something. |

I agree with Unifilar--the next best girl for him would indeed be Kuki, if they decided there was more there than just a really good friendship.
Numbuh 10, I'm not so sure. I don't think she'll be able to see beyond those corny jokes. We all know Abby doesn't like those corny jokes either, but since she's on Hoagie's team, she's built up a tolerance level to them. ;D
Abby's more grounded than Numbuh 10, who at this point in time, is a lot more flashy than most of the other KND girls. Hoagie might go for flash, but I think it would be just a novelty for him, which would wear off quickly.
Girls with nasty 'tudes turn Hoagie off, so that leaves out Lizzie and 86. Besides, 86 goes for guys that are just as sexist and mouthy as she is. ;D
