There are Star Wars fans who argue on the internet that if it wasn't for Darth Sidious, then the Republic wouldn't break up into multiple fragments. What I think is that the Old Republic was in a state of decline and that Darth Sidious merely accelerated the process. It's not hard to understand why the Old Republic was split in two. First is that there was the corruption in the Senate. Second is that the commercial organizations threatened the stability of the Republic and possibly the galaxy.
