Excuse me. Does anyone know how to cut a person perfectly from a picture and stick it on another picture?

Use image editing software. You can even do it in MSPaint using the cut and paste tool if you're careful.

MSPaint is what I think he means. But really, that tool is fairly useless for stuff like that. No precision. I usually just white out everything else when doing something like that.
