They both work better as friendships, but for what it's worth, Hoagie and Kuki are both very happy-go-lucky, and were great together in CAMP and HOLIDAY.
Kuki and Nigel are "opposites attract," IF their relationship ever turned romantic. There's only one problem with that: once the initial attraction, hormonal fever, or whatever it is wears off, you're left with two people who have nothing in common and nothing to talk about.

I support 2/3 more than 1/3. Same here. I just like the 'parents' feel Hoagie and Kuki have. I think they have a great dynamic duo thing going on. They play off each other's antics well. And they have things in common, too- Kuki knows how to fly a plane quite well, as shown in HOLIDAY. And in that one episode where they thought Kuki had been eaten by sharks on her birthday (darn it, I can't remember the name), Hoagie was the first one to reach her- and he put her on his shoulders. Despite the whole 'parent' thing though, they seem like very good friends. They'd make a good fanfic, though.

hmm, I'd say 2/3. 2/3 is not really one of my favorites, but I thought CAMP was cute, and I just don't really like 1/3

In a fanfic I still haven't finished, there is a 1/3 moment where Numbuh 3 finds out about Numbuh 1's rainbow monkey and instantly falls for him! (I mean Nigel not the Rainbow Monkey!) I'm not sure if that would really happen though.
To be honest, I prefer 2/3, because as far as romance goes I've seen more connections *coughBradleycough*. Good thread though, since I haven't really given either of these couples very much thought. So now I will go away and think about them, then come back to post my new thoughts!

I kind of prefer both, actually.
I'm a lover of CAMP because of how adorkable Kuki and Hoagie are ^_^
But I will always love 1/3.
