Sounds like I stumped you. They are quite simple:

Wally keeps finding evidence that Father is still alive, as it gives him a reason to put off confessing his feelings for Kuki.

This is a reference to a plot point of Fatal Fury, the relationship between Andy Bogard and Mai Shiranui.

We soon see an over-the-top, cocky parody of Jimmy Neutron who makes Numbuh 13 look like an elite operative.

This was a reference to Dan Hibiki, Capcom's parody of Robert Garcia from rival SNK's games.
