Well, here's more things: How many of the KND Villains are truly evil anyway?
Cree obviously likes her sister, despite how much she hides it.
Chad wouldn't be a bad guy at all if it weren't for the totally pointless, completely nonsensical rule of decommissioning.
Mr. Wink and Mr. Fibb -- in all their season one appearances, they were never evil. The first time, they were just doing their job, the second time, the KND had stolen Mr. Fibb's toupee thinking it was an evil device.
Crazy Old Cat Lady -- She didn't even know who the KND flippin' were, she just thought they were some kids who were trying to steal her cats.
Toilenator -- I think he goes without saying.

Of course I look too deep into it. I've always understood that that's why we have discussion forums.
Though to be honest, I was kinda ticked off when Wink and Fibb became pure villains. Same for the Cat Lady. It's like if you fight the KND once, you're automatically evil.

Okay, looks like I have to call out the big guns.
In the first episode, Wink and Fibb were trying to keep "dirty children" out of the pool, not just regulated things. They were deliberatly keeping kids from swimming. Hence villian.
The Crazy Old Cat Lady is a parody of that wacky woman down the street who lives alone, has tons of cats, and generally freaks kids out. Kids are scared of her, so she's a villian. She was also completely irrational, as Wally looked NOTHING LIKE A CAT, but she still wasn't letting him go. What were they going to do? Knock on her door and say, "Excuse me, ma'am, but that's not a cat. Can we have our friend back?"
COCL: "NO!"
Curses. Foiled again.
Cree is trying to bring down the Kids Next Door, so DUH she's a villian. Ditto with the Toilenator (evil is not necessary to be a villian; action makes them a villian while motive makes them evil).
And Chad's decommissioning was justified when he started acting like a teenager. He didn't want a bunch of snot-nosed brats running HIS organization. He was no longer an ally.
And now for some villians you overlooked.
Coommon Cold: a guy who's sick all the time and blames kids, so wants to get revenge by giving them ALL colds. That's not evil?
Mr. Boss: wanted to send his employees' kids to Pluto so he could get more hours out of them. That's not evil?
Nightbrace: wanting to force kids to get braces and generally have good hygiene, no matter what it does to the kids.
Professor XXXL was a mistake, as they thought he was the other scientist, so doesn't count.
Stickybeard steals candy from kids. Nuf said.
Chester wants to use kids, whether for cheap labor or for the actual product, to earn a quick buck.
Retort? Anyone?

I thought the whole keeping kids out WAS a regulated thing? Errr... There was always the kiddy pool. Or Numbuh One and co could've just gone to a friend's pool. Not like there aren't enough options. In any case, Wink and Fibb were just doing their job. They were lifeguards, they didn't own the pool. Maybe freaks out kids who don't like cats, but... Actually, Wally looked vaguely like a cat. And she's an old woman--they tend to have problems seeing. I didn't overlook them. Most of the other villains are unquestioningly evil. Heck, in Knightbrace's debut episode it was shown that even OTHER DENTISTS hate him. Professor XXXL though is another that annoys me. He has yet to ever do anything evil. He even seems to LIKE the KND. Yet if you look at all the villain meetings, he is always there, always.
