Actually, 2D seems ideal. South Park just seemed weird as a 3D game, seeing the characters that way.

Rating is still pending. What do you guys think, E or T (as in what do you think it will get, not what should it get)? I'm guessing maybe E-10, a new rating that still qualifies it as an E but recommends for 10 and up due to some fantasy violence.

Since it's from a kids show, it's likely going to be E. For excellent! ^^

Nah, E for Everyone just means it's okay for everyone and parents (usually) won't throw a hissy fit about their kid playing it, like they might a T or MA game.

When I saw the screenshots it seemed to be mix 2D and 3D.

Yeah, the new E-10 rating seems ideal for a KND game. It's still for kids, but the kids do engage in combat with adults.
