The only episode I can think of, that featured the chili handgun, was Operation W.H.I.T.E.-H.O.U.S.E., and Nigel (President Uno) used it in that episode, but there might be a few other episode that featured the chili handgun too.

yup, almost every episode.
the thing is shooting red lasers, but in op. TREATY wally used it to shoot mustard at teens
