The book of KND was left by Nigel in the moon base when he was decomissioned or was it? It was actually hidden away by Nigel with the one person he knew would not be decomissioned, Wallaby Beatles. He had personally recommended to 362 that Numbuh Four be allowed to keep his memories under sub section q of the laws of the KND which allowed an operative to quit 2 months before his decomissioning and as long as he didn't interfere with KND activity or Teen Activity, he would be allowed to keep his memories. However Wally knew what the KND didn't, that an evil race of aliens were coming to conquer the planet and it would be up to him to handle it. He alone had read all the book of KND and absorbed the power locked away within said book for his own personal use.
Wally was now 15 years old "If the KND won't help me, then I will help myself." He unveiled the recomissioning module which thanks to the book of KND, he had been able to repair. "That is all I will need at first." He grabbed it and walked off to Hoagie Gillagan's house.

(Hello?) A KND operative, number 7 a replacement for numbuh four had been assigned to lead Sector V. He was a martial arts kid and also was good with a sword. He knew of Nigel's evading the memory wiping and that all members of the sector V before him had avoided the mind wipe. He grabbed his weapons which were 2x26.5 technology gotten from a race of aliens he had helped out when he had fought for the GKND. That is right, this operative wasn't human despite his appearance of being human. "I have been ordered to track down Sector V and mindwipe them. "

Hoagie: Hey, Wally! What's up? I got the newest issue of that comic.

Wally removed the recomissioning module. (Hoagie has no memories of KND) He pointed it at Hoagie and opened fire with it. "It is time to remember what you once forgot Hoagie Gillagan. Your memory may not be once what it was, but it is time for you to fight once more on the side of the Teens that are still good."

Numbuh 06 (my dude) of sector w was now 13 as was lee and sonyia they were the best sector in the KND. 06 was starting A teens next door movement to stop decomisioning so those who had or will have thier minds erased could rember the knd and only teen ninjas and evil adults would be decomisioned. 06 heard about numbuh 4's plan ...he wanted to help...

Wally's agent Numbuh 15, a traitor to the KND approached 06 "Listen 06, Wally told me to pass this to you." He removed a wristband. "While you wear this decomissioning can't affect you. It is sort of a vaccine if you will."
