Yep, that makes sense. I have a friend who was never left back, but is a grade behind me (Even though we are the same age) and another friend of mine was born in November so while he is older then me, he should be in his second year of college rather then first, but he missed the cut date.
Pretty much if you aren't old enough by the cut off date, then you have to wait another year to begin school. It's confusing though and the cut-off date seems to change alot...

There was a Sector N and a Sector X, but I don't recall hearing about an episode with Sector W.

Wait... If Abby was born in France but moved early enough to have no accent, why doesn't Cree have a French accent? She's like... six years older than Abby!

Well, personally, I always pegged Cree at 4-5 years older than Abby. Cree may have developed an accent while she lived in France, but she's been living in the U.S. for a lot longer than she lived in France, obviously, so it probably just wore off.
And it's also possible, especially if you listen to her dad, that they're only half-French. You don't hear him talking with an accent. Maybe he was an army surgeon and they lived on a base while they were in France, and he met their mother while he was stationed there. That being the case, neither may never have developed an accent even if they had stayed there. My cousin was born in Japan and lived there until he was five, but he never learned Japanese and if he ever had an accent, it has since disappeared in the eleven years he's lived in the states.

I wanted to be clever, so I used the names of the character with that number, i.e., Nigel= #1, Hoagie= #2, etc. to Bradley= #6. Because I'm a dork. You are not a dork you a rockhard fan! (ROCK ON!)

Well she might have trained herself to speak without one, or she might have never picked up one in the first place. For instance, I speak English without any trace of an accent. Also since she's only HALF-french (Her father sure doesn't speak with a french accent) she might have grown up bilingual.
