Personally, I avoid OCs at all cost. Especially if they're important enough to be mentioned in the summary.
Though I do have the bad habit of making an OC or two myself. -_-;;
Of course, she'a thirty-something Dr. Time and Space Continuum fanatic who's only absently aware that there is a Kids Next Door, but still... -_-;;

When I made a character search for Nigel and Lizzie, I only saw four fics. Three of them were... eh, yeah. And one of them was my own fic. Either people aren't using the Characters feature or there realy is that few. I r a sad fewwet.
EDIT: I made the search long ago, so it may have changed by then.

I do recall, after one unsuccessful 1/L fic search, I looked on Google and came across one where they met. Very cool villian: jump ropes, if you can believe it. Nigel saved Lizzie, and she remembered him. It was cute, though I really don't think they met that way. She doesn't see him as her hero.
I think they met in a more normal way, non-KND related. Double-points if he was thrown for a loop that she had never heard of the near-legendary Numbuh 1, but liked his smile (or laugh or eyes or something).

He's not stupid, but he can be oblivious.
I dont' think he'd have noticed mistletoe. But when he does... Then he'd probably go all LUNCH on us. By that I mean shy and smiling and squishy all over.
He was so huggable in that one. ^^
