Uh, because Wally is a boy and Kuki is the girliest of the two females on the team. I'm guessing this is one of Wally's frist crushes, meaning he doesn't really understand the nuances of a real relationship, so he's drawn to Kuki's femininity. Sort of an "Oh, a girl...*crushes*" thing.
...okay, I'm talking out my ass.

It occured to me today that Wally seems to generally be soft-hearted towards girls in general, even despite criticising "girly" things.
I mean, Kuki's not the only one who has managed to hold some sway over him. Op. FUGITIVE is an example of him following Numbuh 86's order and defending a flower, even though he ranted and fumed about how stupid the assignment was. AND he presented the flower as if he expected to be praised for it! And he's never had a conflict with Numbuh Five, ever.
So maybe Wally is just soft on girls in general. The little flirt.

I think he is soft for just 3. In fugitive, 86 is a higher rank then 4. He was just following orders when he picked up the flower and brought it back to the mansion. He doesnt get in a fight with 5 becuse 5 is more of a tomboy.

He doesnt get in a fight with 5 becuse 5 is more of a tomboy. His behavior in FUGITIVE doesn't really give the impression of "he's just following the orders of a superior," since by that point the entire team had disregarded the fact that 86 was their superior and were more intent on having things their own way. Heck, Wally practically ABANDONS the flower before making a split-second decision to go back and get it. And look at the scene where he shows Numbuh 86 that he guarded the flower--his facial expression, his tone, obviously he's seeking approval. I don't really see Numbuh Five as a tomboy. Even if she were, the fact is, Numbuh Four has let her get away with stuff that he would've trounced guys for (elbowing him in Op. LIZZIE, whacking him on the head and forcing him to dress up as Nigel in Op. QUIET, etc.) And again on the "Wally is girl-crazy" note... he had a crush on his teacher.

Yes, he had a crush on the teacher (and by the way, did they make a sequal to Op Hound?)but it was just an average crush. About the 5 being a tomgirl. I see your point but does hitting boys make 5 a girly girl? Look at here room in Op Cannon. Notice how she wore a suit in Op Date. Anyways, look at the way 4 treats the girls except 3 in Op Office. He nearly beat one up but the show didnt allow it.

I see your point but does hitting boys make 5 a girly girl? No... Did I say it did? While I agree that this is sorta-tomboyish behavior, Numbuh Five doesn't really behave too boyishly--she's just modest about her femininity--and thus doesn't strike me as a tomboy. Well, yea... those girls were VAPID. He'd have to be crazy NOT to be mad at those things!

Why does Wally like Kuki? Because Mr. W said so! The end. What? Someone was gonna say it, if they haven't already. Nah, I think Wally likes her because of the way Kuki gets ticked, and can kick his butt. In fact, I bet when they first met and he ticked her off somehow, she beat the crud out of him and he was like, "What the, a girl just beat me up, and was good at it! ... Wow."

Yea, enough arguing.
It's obvious that he likes her because she's ticklish!
... Wait, that's not obvious at all. Forget I said anything!

A tomboy doesnt have to completly act like a boy. Just maybe dress like a boy and modest feminity like you said.

He whacked -3 good, however. Now, if we could only figure out why 3-4 AUTOMATICALLY paired themselves in Operation D.A.T.E.....

Dawn of time? That's a bit much. And what do you mean 'can't'? Of course they can. They're physically able to, aren't they? I've been hit by many a boy- whether it's a playful punch on the shoulder or a competitive jab to the abdomen. And the world didn't fall apart at the seams.
Besides, they're kids- little boys didn't discriminate when they got angry or annoyed. At that point, it was either hit or don't hit.
XDD I agree with him.
