We already know as everyone said.
And 3/4 fans, keeping on saying hints that they were next to each other is NOT proof that they like each other. I used that same 'they're always next to each other' crap with a couple I like and it sounded pretty stupid and it disgusted people saying 'THAT'S NOT PROOF!' Use more intellect, significant hints next time OK? It's ONLY proof on 4's part.
In H.O.S.P.I.T.A.L, Numb uh3 must've been hoping he'd say something nice about BRADLY since 4 doesn't seem to like him anymore or since she's used to his current insults she must've been hoping he say some PLATONIC compliments about her but she wasn't EXPECTING anything like 'I'm in love with you/I have a crush on you', or she might've been expecting a surprise present since Numbuh3 loves getting surprise presents form ANYONE. Or the whole goo goo eye thing might've been from Numbuh4's perspective to show how pretty she is to him. In any case it does NOT confirm that 3 even knows/return 4's feelings. Don't forget that Numbuh3 goes off in her own beat and can be a very MISLEADING character.
At the end of S.N.O.W.I.N.G Numbuh4 was teasing how he would never go off telling people he love them to anyone(notice, people that he didn't word 'FALL IN love' so 3 figured he meant Platonic speaking). Some people figured in that moment, '3 secretly likes 4 back' but that doesn't sound ANYTHING like Numbuh3 to because 3's NOT the type to keep SECRETS. She's always honest and NEVER hold anything back. If she did like 4 back, she would've said so a long time ago(notice that 3 didn't hesitate and openly said that 30c and Sandy were cool/cute but in the slumber party, when she was asked if she liked 4:
"Of course I like him, we're in the same unit."(Honest and Platonic speaking) but when she was asked if she LIKE LIKED 4 she was token OFF GUARD and (unlike 30c and Sandy), HAD to stop and THINK about rather she would like 4 or not. If she did knew he liked her, she would've told her what she thought a long time ago since she doesn't hold stuff in. Back to S.N.O.W.I.N.G, 4 was mocking how he would never tell people he love them to anyone and Numbuh3's the TYPE to like going around and being caring and hugging people sating(Platonic) how much she loved them so Numbuh3 FELT that 4 was INSULTING people LIKE her and pushed 4 down in defense(not because of what 3/4 fans think) and if she did like him(which I doubt) that looked more like an ANTI 3/4 hint to me.
In P.O.O.L negative3 said she didn't like 4 but she didn't said she HATED him(hate and dislike are two different things) so that meant that positive3 like 4 but doesn't love him. BESIDES Positive3 is HONEST and SINCERE, HOW do we know negative3 even MEANT it when she said she didn't like 4?(so I wouldn't quote that as a +3/4 hint or touch with a 10 foot pole.)
In S.P.O.U.T I think she was just going to say "you're my friend" or "Your my teammate" NOT Rainbow Monkey slave and as someone said, she wasn't gonna say 'You're the wing beneath my wings'.
All this is like bluntly saying that Risa(from DN Angel) likes Daisuke back, which for those of us who watch this show know she DOESN'T.
Besides 4 only likes 3 for her LOOKS not her personality or what she likes or how she behaves, just her beauty, otherwise he possibly hate her like the rest of the 'plain looking' girly girls from O.F.F.I.C.E.(he wouldn't go as far as like someone who's evil like Numbuh2 does though)

Actually she is.In Operation Sluber when they asked if she likliked him she hisitated and was blushing so she doese keep secrets!
