Okay, well, if you're hand-coding the html, all you have to do is this:
<a href="http://numbuh8.proboards17.com/">Codename: Kids Next Door message board</a> The "a" tag is for link-related stuff and "href" stands for "hyperlink reference" meaning the URL you want to (hyper)link to. In between the tags, you type the text that you want to appear as a link. For my example, there would be a blue link saying "Codename: Kids Next Door message board" and when you click it, it takes you to the main page of this message board.
If you're using a program that codes the HTML for you, then I can't help you. Sorry! ^^;;;

Or maybe it doesn't mean anything, and they're banking on us discussing it, getting really involved and confused, while they read this and laugh amoungst themselves. And then, when someone does ask them, they'll say, "It means nothing!" and we'll cry and they'll laugh evilly some more. @.@
But seriously, it IS possible that the "P." is just there to make the name look fancier... and my money is on "Picard." ^^

I e-mailed Tom Warburton and he replied with this:
Darn, all my guesses were wrong! ^^
Didn't someone guess some time ago that "Hoagie" was short for "Hogarth"?
EDIT: I just remembered the answer to my question. RisanF mentioned it in his fanfic
