Well, in that episode, she didn't really finish the sentence. But I think she would probably call 4 her best friend. That's my guess.

When I first saw operation: SPROUT and heard Kuki say that line, I thought she would've got to finish, but I think the writers, just wanna let our minds do the work in figuring out what she said or something either that or play with our minds, by driving us crazy with what she could have said, lol.
I was kinda hoping if we got to hear her, she might've said one of these:
- You're my best friend.
- My boyfriend
or
- You're my best Rainbow Monkey friend, ever. ( maybe not, but it sounds like something she would say)

Yeah, I would definately go for best friend, that makes a lot more sense for Kuki's character than the Fanfiction.net crowd would like to portray.
Hero seems kind of reasonable, but not as apparent as best friend.
However, I haven't seen Kuki and Wally really chummy... ever... except maybe in the almost confession situations and when they're playing video games.
Point standing, I don't really know. I guess only the writers of the show REALLY know, but that's how it's supposed to be.
