personally, i think they're all adopted. there's five delightfuls, the twins, and there're hints that there are more. (father tells the twins they're the most trusted or something... just leads me to believe there's more)
so that's a lot of kids. of a lot of nationalities. so yeah, maybe he just steals them as babies or something.
EDIT: plus, cree calls him "father", too - even though he's not.

Well, my opinion is that the DC are all his children, although they might be adopted, or "adopted" (as in, kidnapped), but the other evil kids who call him "Father" aren't really his kids. The reason why I think this is because the DC are the only children who actually live with him, ride around in his car with him, ask to borrow his Incredibly Destructive Machine, etc. I personally think that the DC aren't adopted (they're naturally his), but they're so diverse that that might be a bit of an unreasonable thing to think, but oh well.

Well, I belive that he's one of those cartoon characters that doesn't really have real name so his "name" is something really basic, that's why everyone calls him 'Father'.

That's not true, especailly in cartoons. I can name quite a few that use basic so called "names".
I mean, I bet he was called 'Father' when he was only ten.
