I'm not sure but I think that Dee Bradly Baker's Lenny, I think Maurice is the blond boy, Tom Kenny for David, and the Blond Girl is Numbuh 362, I have no idea on the other girl.
that'd be my best guess ^^

They are the former Kids Next Door sector, Sector Z. Voiced by Benjamin "Ben" Diskin, Dee Bradley Baker and Cree Summer. As Sector Z voiced by Ogie Banks, Dave Wittenberg, Jennifer Hale and Tom Kenny.
Wikipedia, WHICH I do realise isn't always accurate but I think this makes sense as they do sound heavily different in sector Z forms. That and in Operation U.N.D.E.R.C.O.V.E.R Numbah 1, 2 and 5 are shown to impersenate the DCFDTL.

I know who did them:
Rachel MacFarlane did the blond girl (She sounded like Numbuh 362)
Matt Levin did the blond boy (he sounded just like Numbuh 60)
Dee Bradley Baker did Lenny and Tom Kenny did David. I even asked Mr. Warburton, he said they did the voices.
