Well, in Operation: POOL he was able to figure out that his evil counterpart was a coward. This was in the same episode where he deduced that 2 + 2 = Pizza, so it's hard to say, but maybe there's a genius in there somewhere.

He was also able to outsmart Stickybeard (after realizing he could have swiped ALL their candy instead of just getting his own), and was able to escape from every known adult villian at the time in MOVIE using just Chewy Pellets, a snack cart, movie projector, and his wits.
Really, I think he's of at least average intelligence (maybe above average), but may be a victim of Self-Fulfilling Prophecy. Everyone thinks he's dumb, expects him to be dumb, and treats him dumb, so why bother trying to prove them wrong?

i've noticed anouther change about numbuh 4, its a bit weird but after season 3 his eyes always seem to go above his hair! watch a season 1 or 2 episode then watch a season 4 or 5 episode and you'll get wot i mean (I know this has nothing to do with his personality but what the hey)

Not sure if what you described can be called "Self-fulfilling prophecy." Prophecy means something that is predicted to happen in the future.
I personally call it the Second Symptom of George Lucas Syndrome: The writer feeling an insatiable need to justify every little comment passed in his universe--if someone says you're too old to begin the Jedi training, it's not just a little green guy trying to come up with every excuse he can to not train you--you literally ARE to old by the standards he used to work under. And consequently, if a villain calls Numbuh Four the "stupid one," it can't simply be the villain's opinion--it has to be a literal truth.
I think some writers need to learn that fictional characters can make comments that aren't necessarily justified.

well, personally Im not sure but I will say he was alot more ambitious in season 1 mainly CANNON and GROWUP
And I think its just common charecter stereotyping, the tough dudes always stupid and the lean pimpsqeuaks are genius computer nerds. Kindof offensive.
Although it has neer been really proven that wally is really tough. He just has a bit of an inflated ego. (that could be an interesting new thread)
