Long story short. When a person turns 13, he or she is no longer allowed to be in the Kids Next Door. Chad turned 13, but he rufused to be decommision, so he is now a fugitive.

If you haven't seen END, here's my review: In END, he tried to decommision all the KND in sector V. He got away with Numbuhs 2-5, but not Numbuh 1. Numbuh 86 says that they're decomissioned. His treehouse is lost along with the 2x4 technology. He finds Chad, who tells him what's happened. Numbuh 1 declines his option of going with Chad to the moonbase because he doesn't want him to be in danger. Numbuh 1 is clueless about Chad doing this, so he turns to Tommy. When they're flying to KND Moonbase, Tommy says some thing like this: "What's that in your pocket?" Numbuh 1 replies: "It's a weapon. *he looks at the letter, and finds out that it's an invitation to Chad's 13th birthday party. Before Numbuh 1 can stop the decomissioning, Numbuhs 2-5 lose their KND memories. When Numbuh 86 finds Numbuh 1, Tommy, and the decomissioned Numbuh 1 crew, Numbuh 1 explains what happened. He tells the decomissioning gang that he got an invitation th Chad's 13th birthday party. Chad upped some KND member's ages so that they'd be 13. Chad is holding Tommy as a hostage and he has the Moonbase headquarters headed to the Sun to destroy the KND (Cree's plan). Numbuh 1 creates a plan into saving Tommy by shooting Numbuh 4 in space to save him. He beats up Chad, and unties Tommy, who steers his ship and the moonbase back to the moon. Later, Chad is in tthe decomissioning room, when Cree tries to unleash her plan. Chad says that he already tried it, and heads back to earth with Cree as villains. Numbuhs 2-5 get their KND memories back and go back to Numbuh 1's sector. There's the episode from my opinion. Did I leave out anything?

Nope. You've hit it dead on! As far as I know ... WOW! I thought that I definately missed something. Oh yeah. I missed what Tommy wanted in return for helping Numbuh 1, which was having him be an official KND operative. He would like to be Numbuh T. NOTE-He goes to Arctic base in TRAINING and officially becomes an operative in GRADUATES, but in GRADUATES, he quits to save every KND member by one of Father's devious plans to turn the KND into animals.

I agree, Tommy was a cool character. Hopefully he comes back to kick Father's butt again He deserves for making Tommy choose to quit the KND.

Well you did miss it but i don't think that would've been needed in the review seeing as thats also including training and graduates.

Ah... now I understand. I viewed Numbuh 17's site pertaining to that episode looking for screenshots without understanding why she placed Chad as a villain. Darn Asian Cartoon Network... they've stopped here at BRIEF, and I didn't even watch that... Shame!
